Under the general direction of the Chief Budget Officer, this position is directly responsible for maintaining the County's accounting software programs. This position provides professional accounting guidance, training, reporting, and support in the operation and updating of the County's financial management systems. In addition, it prepares accounting reports, journal entries, and reconciles accounts. Performs a variety of professional-level accounting and fiscal recordkeeping activities. The applicant must possess the capability to perform the following duties to be considered for this position. The duties are essential functions requiring the critical skills and expertise needed to meet job objectives.

Essential Duties and Responsibilities

The following may not be all inclusive and other duties may be assigned.

01 Provides analysis, design, implementation, and end user support for financial information systems.

02 Provides necessary training or education on financial information systems including establishing training guides and tools to end users.

03 Maintains updates to the financial information systems, including user setup and access, system modifications, additions or enhancements, and data components as necessary. Responds to technical inquiries, problems, or complaints affecting availability or quality of services and systems, trouble-shooting, providing assistance, and information.

04 Acts as liaison with representatives from other departments and with vendors/contractors to keep abreast of technical or structural changes and improvements which relate to financial information systems.

05 Advises management on the capabilities of financial information systems and recommends innovations and adaptations in processes and systems.

06 Processes tax turnovers, as necessary, in a timely manner.

07 Reviews and commits accounts payable batches, as needed. Prepares accounts payable ACH bank transactions for payments, as directed.

08 Participates in budget and annual financial report preparation and presentation.

09 Participates in the year end fiscal and accounting closing process.

10 Serves as backup to Office Assistant II Treasurer, by performing daily cash receipt functions, researching deposits, and recording into the financial information system.

11 Serves as backup to Accounting Specialist by performing accounts payable and mail functions, as needed.

12 Serves as Grant Program Coordinator for the Tourism and Economic Development grant programs, under the direction of the Finance Director.

13 Manages the capital assets accounting, system, recording, maintaining, reconciling, and disposing of assets.

14 Maintains the billing, accounting, and reconciliation for contract accounts receivable items.

15 Oversees the stocking of office supplies within the Finance Department.

16 Performs other duties as assigned.

Education and/or Experience

Bachelor's degree in Finance, Accounting, Business Administration, or closely related field from a four-year college or university; or four years related experience and/or training; or equivalent combination of education and experience.

Certificates, Licenses, Registrations

01 Current valid Driver's License.
