Provides a wide range of land use planning functions related to maintaining the County Comprehensive Plan and implementation of the Klamath County Land Development Code, Oregon Revised Statutes and Oregon Administrative Rules through interpretation and implementation; performs plan review and coordination and other complex comprehensive planning activities.

Essential Duties and Responsibilities

The following may not be all inclusive and other duties may be assigned.

01 Acts as Planning Director in the Planning Directors absence.

02 Responds to public information inquiries and interprets and applies Land Development Code, policies and experience to land use situations; guides public through steps required to obtain clearance/approvals.

03 Interprets requests made by the public with regard to property development; provides information as to the necessary procedures as required by local and state ordinance; provides necessary forms required for property development; issues and enters planning permits into appropriate computer programs; determines fees from schedule and issues receipts.

04 Accepts applications and determines completeness. Processes the land use applications and prepares written and oral reports and presents the proposal to the Board of County Commissioners, Planning Commission, Hearings Officer and Planning Director.

05 Prepares Final Orders with Conclusions of Law regarding decisions made by the review bodies.

06 Assists Code Enforcement with investigations of alleged violations of the Land Development Code; coordinates investigations as necessary with Oregon State Police, Klamath County Sheriff, and other State, Federal and County agencies.

07 Receives and investigates complaints to determine if a possible violation exists; represents the County in code violation court proceedings.

08 May supervise Planner I and Planner II positions.

Education and/or Experience

Bachelor's Degree in Planning or related field and minimum of five years of progressive experience in Planning; knowledge of general planning procedures, philosophy and techniques or a Masters Degree in Planning or related field and minimum of two years experience.

Work Schedule

The normal work schedule is 8.00 hours per day 5 days per week; exact schedules are assigned by management. It is the attendance standard of the employer that all employees be present and on time each shift they are scheduled to work.  Full or partial absence during any scheduled shift, arriving late, or leaving early, for whatever reason, may result in disciplinary action up to and including termination of employment.  Time off may be approved if allowed by applicable policies covering illness, injury, or other personal emergency.
