Summary

Assists in the conduct of elections and voter registration within Klamath County to ensure efficient and effective procedures in accordance with federal, state and local legal requirements. Responsible for updating and maintaining all voter files and district/precinct assignments.

Essential Duties and Responsibilities

The following may not be all inclusive and other duties may be assigned.

01 Inputs and maintains voter registration information in statewide system;

02 Scans documents into OCVR (statewide voting system); 

03 Stays current on OCVR updates and enhancements;

04 Stays current on federal, state and local election requirements;

05 Provides assistance to the public regarding voter registration;

06 Provides information to the general public, election districts and candidates regarding election laws and procedures. Gives information on changes in the laws and directives from the Office of the Secretary of State. 

07 Provides voting reports by email or CD as requested by the public and special interest groups;

08 Updates voting boundary line adjustments following annexations and new district formations;

09 Updates address library as new addresses are assigned; 

10 Performs signature verification on statewide and local petitions; 

11 Assists in every stage of the election process, including accepting candidate and measure filings, ballot proofreading, issuing ballots, processing of voted and undeliverable ballots; 

12 Conducts public records request research, certifies copies, accepts payments and mails out material;

13 Performs a variety of office tasks, such as answering the phone, photocopying, filing, and other tasks as needed;

14 Fills in for recording specialist when necessary; 

15 Fills in for recording indexing clerk when necessary; 

16 Assists customers in processing passport applications;

17 Assists customers in completing marriage licenses;

18 Assists customers in filing domestic partnerships;

19 Acts as an Oregon Notary Public per office policies;

20 Other special projects assigned by the Chief Deputy or County Clerk;

21 Supervision is not a normal responsibility of this classification, but an incumbent is expected to assist in the training, scheduling and orientation of other regular clerical employees at the direction of the Chief Deputy and/or County Clerk. May provide training and supervision for temporary employees utilized during elections at the direction of the Chief Deputy and/or County Clerk.

22 Must be able to travel to attend trainings, and monitoring of the ballot that will be sent out through our contractor.

Education and/or Experience

High school diploma or general education degree (GED); or one to three months related experience and/or training; or equivalent combination of education and experience.

Work Schedule

The normal work schedule is 8.00 hours per day 5 days per week; management assigns exact schedules. Overtime is mandatory during an election cycle, and will be determined each election cycle. It is the attendance standard of the employer that all employees be present and on time each shift they are scheduled to work. Full or partial absence during any scheduled shift, arriving late, or leaving early, for whatever reason, may result in disciplinary action up to and including termination of employment. The employee is responsible for contacting the Chief Deputy or County Clerk regarding any absence. Time off may be approved if allowed by applicable policies covering illness, injury, or other personal emergency.
