Responsible for the programming, budgeting, planning, financial, personnel and administrative management of the Klamath County Library Service District and Law Library; directs general program goals and objectives; exercises full supervision through departmental hierarchy over employees for the Klamath County Library District.

Essential Duties and Responsibilities

The following may not be all inclusive and other duties may be assigned.  

01 Defines the concepts, methods and administrative procedures for the planning, coordinating, evaluating and conducting of the functions of the Klamath County Library District.

02 Responsible for development and implementation of long-term goals and objectives to enhance the growth and development of the Klamath County Library District; routinely meets with Library Board and Library Advisory Board; periodically re-assesses community needs and concerns to ensure that the library's goals and objectives are reflective of community needs.  

03 Routinely confers with the liaison Library Board Director; maintains communication with other County departments to ensure Library District operations and facilities are functioning well.

04 Develops the budgets for the Library District and the Law Library and maintains budgetary controls.

05 Oversees and approves planning and implementation of programs developed for promoting library services within the community.

06 Administers and participates in the writing of grants and seeking alternative sources of funding. Maintains a good rapport with the library's non-profit support groups (e.g. District's component units).

07 Confers with other library administrators and attends workshops to keep informed of recent developments and trends in library management; uses various reports, both internal and external to aid in making recommendations for improvements/changes in the library.

08 Approves the recruitment, selection, work assignment and performance evaluations of Library staff; approves performance standards, education and training plans for subordinate staff.

09 Understands the functions of the individual library departments; participates with library management staff to improve productivity and level of service of overall library operations; able to work alongside and assume departmental duties as needed.

Education and/or Experience

Master's degree or equivalent; or four to ten years related experience and/or training; or equivalent combination of education and experience.

Certificates, Licenses, Registrations

01 Maintain valid Oregon driver's license

Work Schedule

The normal work schedule is 8 hours per day 5 days per week; department management assigns the exact schedule. This position is classified exempt in accordance with the Fair Labor Standards Act (FLSA). It is the attendance standard of the employer that all employees have regular and dependable attendance. This position is expected to be present and on time for each scheduled work shift. Full or partial-day absences, arriving late, or leaving early, may result in disciplinary action.

Supervisory Responsibilities

Manages six subordinate supervisors who supervise a total of 52 employees in the Library Departments and Branches. Is responsible for the overall direction, coordination, and evaluation of these units. Also directly supervises one non-supervisory employee. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
