Conducts daily operation and administration of the Building Division. Directly supervises and schedules plan review and inspection activities. Assures compliance with applicable building codes and provides technical direction and code interpretations to Plans Examiners and Inspectors. Acts as liaison among service recipients, staff, and elected officials.

Essential Duties and Responsibilities

The following may not be all inclusive and other duties may be assigned.

01 Oversees review of plans for compliance with the Oregon Building Codes and applicable local and State laws.

02 Provides courteous and helpful information and guidance, by telephone, electronically, or at the counter to the general public and County Staff.

03 Sets fees use State of Oregon fee methodology.

04 Oversees, manages, sets priorities, trains, evaluates, and schedules building division staff. Except Permit Techs, only Plan Examiners and Inspectors.

05 May be required to perform field inspections; reviews various building projects for code compliance.

06 Responsible for creating and updating policies within the Building Departments Policies and Interpretations Manual.

07 Responsible for providing outstanding communication and coordination with all affected parties. May be required to attend meetings after normal working hours.

08 Promotes Klamath County services in a positive manner and keeps abreast of the latest developments and code changes.

09 Represents the County at various stakeholder meetings.

10 Performs other duties as requested by the Community Development Director.

Education and/or Experience

Minimum of 2-year degree in Building Inspection or Construction Technology, work in jobs having similar duties or college courses or equal experience in construction; thorough knowledge of the Oregon Specialty Codes and National Electrical Code.

Certificates, Licenses, Registrations

01 State of Oregon Building Official Certificate (Must be obtain within 6 months from the hire date).

02 Multiple Oregon Inspector Certifications

03 Valid Driver's License

Work Schedule

This is a full-time position and is classified as Exempt in accordance with the Fair Labor Standards Act (FLSA). Exact schedules are assigned by management.

Supervisory Responsibilities

Directly supervises six to ten employees in the Building Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
