Summary

Directs all activities of the county's Human Resource and Risk Management functions, including recruitment, general office administration, personnel records, affirmative action, in-house training, etc.; acts as chief labor relations negotiator, administrator of the classification and compensation plans, employee assistance programs and special projects; plans, organizes and directs all aspects of risk management, liability, workers' compensation, unemployment insurance and providing for property and content coverage; serves as the Plan Administrator for the Klamath County Employee Pension Plan. This position is considered at-will and serves at the pleasure of the Board of Klamath County Commissioners.

Essential Duties and Responsibilities

The following may not be all inclusive and other duties may be assigned.

01 Directs county-wide personnel programs in accordance with established rules, policies and procedures and Federal and State law; assists appointing authorities in processing various personnel actions such as appointments, transfers, reclassification, pay adjustments, status changes, supervision, leaves of absence, discipline, reinstatements/re-employment and promotions; ensures that all personnel transactions comply with Equal Employment Opportunity and Americans with Disability Act laws and regulations.

02 Interprets County rules, policies and procedures to supervisory officials and to county employees in connection with personnel transactions and departmental programs; ensures compliance with personnel policies and procedures; assists department heads in the administration of the personnel programs; recommends new and revised policies and regulations.

03 Provides advice and guidance on personnel matters to departmental administrators and employees.

04 Supervises the maintenance of personnel records and files for all employees in which all personnel transactions are recorded.

05 Directs data collection surveys and coordinates with vendors for the county compensation and employment benefits plans; evaluates data; makes appropriate recommendations to the Board of Commissioners.

06 Directs job classification studies of county positions to determine appropriateness of allocations; determines proper pay classification for new positions or positions requiring classification changes.

07 Administers the County employee relations program; negotiates collective bargaining agreements; approves tentative bargaining agreement provisions.

08 Advises employees on promotion and transfer possibilities and aids in self-improvement.

09 Prepares and maintains various organizational charts and various activity and statistical reports.

10 Provides training programs to improve employee performance; confers with department heads, supervisors, employees and officials from other agencies to assess training needs, resources and priorities.

11 Supervises the recruitment and selection process and evaluation of applicants for administrative, professional and technical positions.

12 Processes disciplinary actions and grievance procedures in accordance with union agreements, County policy and law.

13 Develops and coordinates the county performance appraisal system.

14 Plans, coordinates and controls a comprehensive program of risk management, which minimizes the County's exposure to loss or damage.

15 Supervises and oversees the Risk Management and Contracting services.

16 Develops comprehensive policies for the Board, implementing employment, risk management, labor relations and loss prevention procedures and programs for all County departments.

17 Coordinates the County's Benefit Insurance programs, including bidding for health, life and deferred compensation (if needed).

18 Performs program analysis regarding purchasing on the open market, self-insurance and new risk concepts.

19 Responsible for employee health benefit and safety programs, back-to-work programs for injured employees and Workers' Compensation claims.

20 Serves as Plan Administrator for Klamath County Employee Pension Plan.

Supervisory Responsibilities

Manages one subordinate supervisor who supervises a total of two employees in the Human Resources and Risk Management Department. Is responsible for the overall direction, coordination, and evaluation of these departments. Also directly supervises one non-supervisory employee. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience

Bachelor's degree from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience.

Work Schedule

The normal work schedule is 8 hours per day 5 days per week; department management assigns the exact schedule. This position is classified non-exempt in accordance with the Fair Labor Standards Act (FLSA). It is the attendance standard of the employer that all employees have regular and dependable attendance. This position is expected to be present and on time for each scheduled work shift. Full or partial-day absences, arriving late, or leaving early, may result in disciplinary action.
